Development Length of reinforcing bar

The development length of a reinforcing bars are nothing but the bent portion of re bar at the ends. simply these are for the anchoring purpose in the concrete matrix. now what i am trying to convey is while calculating the quantity of steel we need t consider the development length also even they are small bent hooks when compared with the re bar.
