Beams:
The only 50% of reinforcement is overlapped at one place other wise the member will fail because of joints at one particular place when the load is acting on member. The top most rebars (the compression reinforcement ) can be over lapped at center the over lap length should be 40D as shown below

The development length Ld
is given by
Ld =(Øσs)/(4τbd)
where
Ø = nominal diameter of the bar,
σs = stress in bar
at the section considered at design load, and
τbd = design bond
stress given in 2.6.2.1.1.
NOTES
- The development length includes anchorage values of hooks in tension reinforcement.
- For bars of sections other than circular, the. Development Length should be sufficient to develop the stress in the bar by bond.
The both top and bottom rebars can be over lapped at the column and beam junctions as shown below
